I checked out Roundhill at Tekapo over the weekend. No wind Saturday and raging norwest Sunday, so no kiting either way, but it's certainly got potential (today's report says 15 k (hmmm - kmh or knots?) southerly, which would have been ideal - bugger!).

I spoke to the owner, Christian Boucher, who is also into kiting, but hasn't tried the snow (yet). He suggested the airstrip immediately to the west of the carpark, and said go for it. Making contact with the ski field or ticket office beforehand is appreciated for safety etc., plus they have a helicopter operating in the area. He also offered to unlock the ski road gate should the field be closed, but I imagine that'd be due to storm conditions anyway. I estimate there's about 0.5m of untouched snow cover over the airstrip, and it's certainly a lot closer to Chch than the Snow Farm at Wanaka.
